To answer your question, no there is not a way for you to determine information for infringement notices and traffic fines from the past, more especially from a decade ago. South Africa has 8 metropolitan municipalities, 44 district municipalities and 226 local municipalities, all of which have traffic departments and then on top of that, each province has a provincial traffic department. Add to this the National Traffic Police and the South African Police Service and you have a stunning total of 289 authorities that can issue traffic infringement notices. None of them have access to the others’ databases of traffic fines they issue.
AARTO was intended to centralise the traffic infringement database on something called the National Contraventions Register, but since 2008 when it was first implemented on a “pilot” basis, it has not been rolled out, except for in the jurisdictions of the Johannesburg and Tshwane Metropolitan Police Departments.
