Can you be fined for running out of fuel on the highway?

Question:

I see it is illegal in Germany to run out of petrol on the highway, does this apply to us in South Africa.  I have tried googling info but it doesn’t show any results.

Answer:

It is not specifically made an offence but the Act does not allow you to stop on a freeway unless it is an emergency and they do not consider running out of petrol to be an emergency. I know officers have also charged persons running out of petrol for creating an obstruction.
