Do I need to licence a tractor with the Licencing department?

Answer:

Yes, you do as a motor vehicle that includes tractors are required to be registered and licensed even if they are not used on a public road (regulation 3). If the tractor is not used on a public road at all you can apply for special classification in terms of reg 21 of the National Road Traffic Regulations. The licence fees are then much less than the normal fees.
