Does the traffic control officer of the municipality or provincial department need writing permission, from the road construction company, to control /speed control traffic, over weekends, in a road construction area.

No, a road authority may display the road traffic signs they see fit and a traffic officer may enforce any road sign that is displayed.
The only time permission is an issue is when the enforcement takes place with an unmanned camera. The permission must then be obtained from the Prosecuting Authority. This is not contained in a law but in the TCSP guidelines for speed prosecution.
