May speed enforcement be done on a downhill?

Question:

Speed Trapping on a Gradient (Down Hill). Is this Legal or Illegal?
Answer:

Speed limit enforcement, whether it is on an uphill, downhill or level road surface is completely legal, provided that it is done within the framework of the TCSP Guidelines for Prosecutions using Speed Measuring Equipment.

Pure logic must dictate that the speed limit applies, regardless of whether there is a gradient in the road or not.
