The Law makes provision for those who cannot do a written Learners Licence Test

Question:

My son must go for his learners’ licence but due to psychiatric disabilities, he struggles to read comprehensive. Is there any way that he can be accommodated with an oral test.

Answer:

Yes, regulation 104(4) of the National Road Traffic Regulations determines that someone who cannot read may apply for an oral test to the MEC.

Contact the Western Cape Department of Transport for assistance. 

Note that section 15 requires a person must be physically and mentally fit to have a licence. 

The reason for your son’s reading difficulty will be evaluated as well.
