Where is the Responsibility to Ensure Kids are Buckled Up on the School bus?

Question:

Please, could you confirm if it is legally required to have children buckled up in a school bus on a school outing, children are aged 7-8.

I am trying to enforce that the buses the school uses should have belts but would like to the legalities.

Answer:

Regulation 213 and the SANS specification 1430 apply. 

Vehicles with up to 35 seats registered after Sept 2006 require seat belts. 

As far as I know buses with 35+ seats do not require seat belts. 

Reg 213 makes the driver responsible to ensure passengers wear their seat belts.
