The Roads Authority responsible for the specific road has the obligation to ensure the road is safe. In some cases, they appoint companies to do this for them and in some cases the authority has its own maintenance teams.
I know SANRAL appoints companies to do this on all the National roads and the concessionaires managing the toll roads do the clean-ups on the toll roads.

The company or persons responsible for an incident on the N3 Toll Route is held responsible for the clean-up and any associated damage to the roadway or roadside furniture. N3TC does not do the clean-up or appoint the clean-up company.
