Good day. I am trying to find some information for my medical insurance regarding the rules and regulations about a 16 year old riding off road dirt bikes. Reason being that my 16 year old had an off road dirt bike accident/injury and our international medical aid is refusing to pay for his treatment claiming that he should have a drivers license.
Would you be able to send me anything which confirms that children under the age of 16 do not require drivers license to operate dirt/quad bikes off on road race tracks?

Answer:
Driving licences are only required when a person drives on a public road.
Sec 12 of the National Road Traffic Act, 1996 applies.
Sec 12. Driver of motor vehicle to be licensed
No person shall drive a motor vehicle on a public road—
(a) except under the authority and in accordance with the conditions of a licence issued to him or her in terms of this Chapter or of any document deemed to be a licence for the purposes of this Chapter; and
(b) unless he or she keeps such licence or document or any other prescribed authorisation with him or her in the vehicle.
