Are there standards as to the size, location and intensity of indicators?

Question:

I received an interesting question:

“Are there no standards as to the size, location and intensity of indicators? Should they not be the same intensity as brake lights? When cars have their headlights on the indicators are nearly invisible.”

Answer:

Yes, there are. Check the Compulsory specifications on the NRCS website. 

I have a copy but it is a very big gazette.
